Fiscal Analyst 3 (In-Training Option) This senior-level accounting position within the Accounts Receivable Unit performs several complex stand-alone, time-sensitive financial duties that directly support the financial health and wellbeing of all WDFW programs. In this role, you will independently ensure accurate reconciliation and invoicing of receivable contracts in compliance with Generally Accepted Accounting Principles (GAAP), the Statewide Administrative and Accounting Manual (SAAM), contract agreements, and other state and federal statutes or regulations. With your experience, you will work closely with the Financial Management Branch staff throughout WDFW to accomplish assigned work and resolve highly technical accounting processes and finance-related questions. What to Expect: Among the varied range of responsibilities held within this role, the Fiscal Analyst 3 will perform: Contract Management: Review contract and budget to clarify contract language and/or undefined language and identify specific terms, such as performance periods, dollar amounts, Catalog of Federal Domestic Assistance (CFDA) number, special handling requirements, match sources, and indirect cost waivers. Establish initial worksheets. Conduct timely and accurate analytical review and reconciliation of expenditures against contracts to ensure compliance. Prepare invoices in compliance with contract, state, and federal regulations. Post monthly contract ledgers using Web Intelligence (WEBI) reporting tools. Prepare accounting entries using journal voucher process, including accruals, error corrections, overspent contracts, and balance adjustments. Submit payment requests via automated systems. Post invoices to subsidiary ledgers. Collaboration and Issue Resolution: Work with contractors, agency program managers, budget staff, and contract staff to resolve discrepancies and errors. Identify, communicate, and collaborate to gain resolution on contract issues such as overspent contracts, unallowable charges, and points of clarification. Monthly Reconciliation of Project Revenue and Expenditures: Post accounting activity, including invoice amounts and pending adjustments/corrections to the general ledger. Ensure revenue and expenditures are accurate and research discrepancies between reconciliation and contract ledgers. Send past due notices for any accounts receivable (A/R) invoices over 90 days past due. Working Conditions: Work Setting, including hazards: 40% in-person requirement with an allowance of up to 60% telework as determined after completion of the initial training and probationary period. Work occurs in an office setting. Schedule: Typically, 40 hours per week, Monday Friday. Leave approvals may be limited during peak workload periods. Travel Requirements: Some travel may be required to attend trainings, meetings, and conferences. Customer Interactions: Interact with various agency personnel, management, and outside contractors. Qualifications: This recruitment may be used to fill the position at either the Fiscal Analyst 2 or Fiscal Analyst 3 classification, based on the candidate's qualifications. Candidates hired at the Fiscal Analyst 2 classification will be required to complete an in-training plan, receiving mentorship and on-the-job experience to develop the skills necessary to advance to the Fiscal Analyst 3 classification. Required Qualifications for the Fiscal Analyst 2: Option 1: Three (3) or more years of professional experience in accounting, budget finance, payroll, or public administration. Option 2: Associate's degree in general studies, business, public administration, accounting, economics, statistics, or relevant field. AND One (1) year of professional experience in accounting, budget finance, payroll, or public administration. Option 3: A bachelor's degree in business, public administration, accounting, economics, statistics, or relevant field. Option 4: At least six (6) months of experience as a Fiscal Analyst 1. Required Qualifications for the Fiscal Analyst 3 (Goal Class): Option 1: Four (4) or more years of professional experience in accounting, budget finance, payroll, or public administration. Option 2: Associate's degree in general studies, business, public administration, accounting, economics, statistics, or relevant field. AND Two (2) years of professional experience in accounting, budget finance, payroll, or public administration. Option 3: One (1) year of professional experience in accounting, budget, finance, payroll, or public administration. And at least one (1) of the following: Bachelor's degree in business, public administration, accounting, economics, statistics, or relevant field. Certification as a Public Accountant (CPA) Certification as an Internal Auditor (CIA) Certification as a Governmental Financial Manager (CGFM) Certification as a Management Accountant (CMA) Option 4: A Master's degree in business, public administration, accounting, economics, statistics, or relevant field. Option 5: At least six (6) months of experience as a Fiscal Analyst 2. Preferred Qualifications: In addition to the required qualifications, our ideal applicant will possess some or all the following: One (1) year of experience working with contracts and grants. One (1) year of state government fiscal, contracts, or budget experience.
