Overview Classification - Fiscal Analyst 3 (In-Training Option). Job Status - Full-Time / Permanent / Internal Only. WDFW Program - Financial Services Program – Fiscal Office. Duty Station - Olympia, Washington – Thurston County. Hybrid/Telework - Following the probationary period, telework/work remotely up to 3 days per week at supervisor's discretion.
In-Training: This recruitment may fill at Fiscal Analyst 2 or 3. Fiscal Analyst 2 hires must complete an in-training plan to advance to Fiscal Analyst 3. Salary ranges: Fiscal Analyst 2: $4,428 – $5,956 monthly; Fiscal Analyst 3: $5,137 – $6,906 monthly. Internal Only - This recruitment is open to current WDFW employees only. Role focus: This senior-level accounting position within the Accounts Receivable Unit performs complex, time-sensitive financial duties to support the financial health of all WDFW programs. You will independently reconcile and invoice receivable contracts, in compliance with GAAP, SAAM, contract terms, and applicable statutes or regulations. You will collaborate with Financial Management Branch staff to resolve highly technical accounting questions and processes.
What to Expect Responsibilities include:
Contract Management: review contract and budget language, establish initial worksheets, perform analytical expenditure reconciliations for compliance, prepare invoices, post monthly contract ledgers using WEBI, prepare accounting entries (accruals, corrections, overspent contracts, balance adjustments), submit payment requests, and post invoices to subsidiary ledgers.
Collaboration and Issue Resolution: work with contractors, program managers, budget staff, and contract staff to resolve discrepancies and contract issues such as overspent contracts and unallowable charges.
Monthly Reconciliation of Project Revenue and Expenditures: post accounting activity to the general ledger, ensure accuracy between revenue and expenditures, and issue past-due notices for A/R invoices over 90 days.
Working Conditions:
Work Setting: 40% in-person with up to 60% telework after training and probationary period. Office environment.
Schedule: Typically 40 hours/week, Monday – Friday. Leave approvals may be limited during peak workload periods.
Travel: Some travel may be required for trainings, meetings, and conferences.
Customer Interactions: Interaction with agency personnel, management, and outside contractors.
Qualifications
This recruitment may be used to fill the position at either Fiscal Analyst 2 or Fiscal Analyst 3 based on qualifications. Fiscal Analyst 2 hires will complete an in-training plan to advance to Fiscal Analyst 3.
Required Qualifications for Fiscal Analyst 2:
Option 1: Three (3) or more years of professional experience in accounting, budget finance, payroll, or public administration.
Option 2: Associate’s degree in general studies, business, public administration, accounting, economics, statistics, or relevant field, and one (1) year of professional experience in accounting, budget finance, payroll, or public administration.
Option 3: Bachelor’s degree in business, public administration, accounting, economics, statistics, or relevant field.
Option 4: At least six (6) months of experience as a Fiscal Analyst 1.
Required Qualifications for Fiscal Analyst 3 (Goal Class):
Option 1: Four (4) or more years of professional experience in accounting, budget finance, payroll, or public administration.
Option 2: Associate’s degree in general studies, business, public administration, accounting, economics, statistics, or relevant field, and two (2) years of professional experience in accounting, budget finance, payroll, or public administration.
Option 3: One (1) year of professional experience in accounting, budget, finance, payroll, or public administration, plus one of the following: a Bachelor’s degree in a relevant field or certification (CPA, CIA, CGFM, CMA).
Option 4: Master’s degree in business, public administration, accounting, economics, statistics, or relevant field.
Option 5: At least six (6) months of experience as a Fiscal Analyst 2.
Preferred Qualifications:
One (1) year of experience with contracts and grants.
State government fiscal, contracts, or budget experience.
Experience
Financial record keeping, audits, and accounting functions.
Proficiency with software (Outlook, Excel, PowerPoint, Word) to support accounting operations.
Controls to protect assets and resources; understanding debits and credits; customer-service mindset for service quality.
Knowledge and Skills
State and agency accounting policies and procedures; basic governmental accounting principles.
Proficiency with the Agency Financial Reporting System (AFRS), including ledgers and funds.
