The Compliance Specialist plays a key role in ensuring the organization complies with all applicable laws, regulations, and internal policies related to assisted housing and mixed-use communities. This position is responsible for monitoring compliance across multiple housing programs, including LIHTC, HOME, RAD, Section 8, and local initiatives. The role involves developing and implementing compliance strategies, conducting regular assessments, and staying current with evolving regulatory requirements at the local, state, and federal levels. The Compliance Specialist supports operational integrity and helps mitigate risk through proactive oversight and guidance.
Directs resources to accomplish project tasks, and provides project status reports to direct Supervisor and others as may be requested
Delivers quality solutions to customers and develops process improvements where applicable
Fields incoming phone calls from on-site staff with questions directly related to income and asset eligibility, EIV, and their community-specific compliance requirements.
Works with customer base end-users to resolve technical requests, problems and concerns in capacity of ‘Help Desk’ support for operations assistance, on a variety of PM systems to include, but not limited to, Yardi Voyager, Yardi Affordable, Housing Compliance
Works with customer base end-users during the software implementation phase
Assists in the onboarding or disposition of Assisted Housing and Mixed Use properties as may be needed
Review Regulatory Agreement and/or LURA, confirming properties are following their agreements. Must monitor regularly to ensure continued compliance
Prepare and submit annual rent increase packages for properties
Assist site staff with Utility Allowance Analysis preparation and submission
Monitor TRACS to ensure accurate info in the system
Assist with MOR preparation
Review move-in certifications before an applicant is approved for move-in, assuring that required documents are signed, dated, and in the file
Review interim and annual recertifications
Conduct random audits for program compliance
Conduct annual internal audits for all properties to include file review and program
Monitor site compliance with EIV and site-specific reporting
Assist with quarterly and/or annual site-specific program reporting
Assist with other compliance reporting i.e. investors, syndicators, etc.
Assisted with the development and implementation of the training program for site personnel. Train staff as needed so compliance requirements are met
Monitor Max Rent compliance with the assisted programs for each community
Monitor Extremely Low-Income Compliance at the Project-Based Section 8 program
Implement program changes as needed
Work with Area Directors and the Supervisor to improve and enhance the department
Update Affirmative Fair Housing Marketing Plan at least every 5 years
Maintain and update Tenant Selection Plans as required
Monitor Property Waitlist, ensuring compliance with HUD and TSP preferences
Participate in Operations Manual Updates for Assisted and Mixed-Use Communities.
Be available for other duties as assigned by the Supervisor
Always represent both Village Green and each owner in a professional and businesslike manner
Qualifications
Thorough working knowledge of Federal, State and City Compliance Program Requirements
Must have Certified Occupancy Specialist with Tax Credit Specialist Designation a plus
BA/BS degree
Strong analytical, verbal and written communication skills
Strong leadership and organizational skills
Ability to travel up to 80%.
PHYSICAL DEMANDS While performing the duties of this job, the employee is continually required to: Must be able to remain in a stationary position for a period of time as required by the position.
Must be able to move/traverse inside the office to access office machinery, cabinets, etc.
Constantly operates/uses a computer and other office productivity machinery such as keyboard, printer/scanner, etc.
Occasionally ascend/descend stairs or step ladder and/or otherwise position self to access documents in filing cabinets, etc.
Must be able to communicate accurate information and ideas so others will understand, whether this be in person, by phone, virtual meeting environment, etc.
Ability to observe/identify details at close, long, or peripheral range.
Ability to move, push, pull a minimum of 50 lbs., as needed.
Ability to work in both indoor and outdoor environments including hot/cold temperatures as required by position.
