Position Objective
To provide technical leadership on custom application development, process automation, data administration, and systems integration projects. This position is responsible for working with County departments to innovate utilizing county software tools and platforms including SharePoint, PowerPlatform, Dynamics 365, and Copilot.
Essential Duties and Responsibilities

1. Leads assigned projects, coordinates the human resources needed to successfully complete projects on schedule.
2. Researches and implements modern techniques and best practice standards for application, integration, and automation development.
3. Provides project leadership, technical direction, and support for assigned projects and applications.
4. Applies user-centered design strategies to create intuitive, well-designed application interfaces.
5.Participates in all aspects of building effective applications, from initial concept and requirements gathering, to design, development, implementation, and support.
6. Utilizes County development platforms (Microsoft PowerPlatform, Dynamics 365, Copilot, etc) to design, develop, and implement innovative application and workflow solutions to better serve our internal and external customers.
7. Provide expertise and leadership for the County's AI initiatives.
8. Supports citizen developers in the use of County development platforms.
9. Prepares project status reports, communicates business requirements to users and technical team members.
10. Performs other duties as assigned or apparent.
Minimum Qualifications A Bachelor's degree or higher in a technology related field Two years of progressively related experience in a technology related field
Desirable Knowledge, Skills, and Abilities
1. Knowledge of information architecture (IA) design best practices and the elements of good user experience.
2. Knowledge of software development and application lifecycle management.
3. Knowledge of evolving Artificial Intelligence toolsets and use-cases.
4. Skilled in Microsoft SharePoint and PowerPlatform.
5. Knowledge of Microsoft Dynamics.
6. Skilled in planning, organizing, problem-solving, and time-management.
7. Ability to work independently and in a team with minimum supervision.
8. Ability to provide guidance, training and technical assistance to less experienced staff.
9. Ability to effectively present material in a training environment, both group and one to one.
10. Ability to translate technical terminology and concepts to non-technical personnel.

Work Environment and Physical Demands
The primary responsibilities for this position will be performed approximately 100% of the time indoors. May require minimal travel to off-site locations and minimal attendance at evening meetings. Will have infrequent exposure to health hazards and accidents; requires a low level of physical effort.
Extent of Supervision or Guidance Provided
Work is performed under the general supervision of the Web Services Supervisor.

Hours of Work
Monday through Friday, 8:00 a.m. to 4:30 p.m. and occasional evening and weekends as required.
