The Supervising Planner - Transportation will be a highly experienced and motivated technically proficient big thinker who is detail-oriented, cutting-edge, creative and thoughtful. They will demonstrate a deep understanding of federal, state, and regional transportation funding policies; working relationships between the County, municipal partners, and other public and private stakeholders; and current trends and best practices for the planning and implementation of transportation infrastructure and policy across multiple transportation modes to address the safe, equitable, and efficient movement of people and goods.
The Supervising Planner - Transportation will be responsible for the implementation of the County's long-term vision for infrastructure investment, transportation and mobility; external relationship building with federal, state, regional local agencies; internal relationship building within the county organization and the Middlesex County Department of Transportation; and oversight of transportation and mobility planning staff and consultants. They should be experienced in project management, supervising staff and be familiar with Complete Streets, Vision Zero and FHWA transportation safety planning best practices.
The Middlesex County Office of Planning is a busy, fast-paced office engaged in furthering the County's policies, plans, programs, and investment decisions in five broad focus areas: Land Development; Sustainability and Community Resiliency; Regional Planning and Local Assistance; Transportation and Mobility; and Spatial Data Services. Comprising twenty-five urban, suburban, small-town, and rural municipalities, Middlesex County is New Jersey's second most populous county and is strategically located midway between New York and Philadelphia.
Responsibilities
EXAMPLES OF WORK:
- Develops and supervises the development of comprehensive plans and programs.
- Supervises the conduct of studies and surveys and directs consultants conducting technical studies involving transportation planning.
- Supervises the work operations and functional programs of staff.
- Responsible for effectively recommending hiring, firing, promoting, demoting, and disciplining employees.
- Coordinates transportation planning activities with federal, regional and other state and local planning efforts.
- Establishes and maintains liaison and cooperative working relationships with other agencies and interested parties involving planning matters and issues.
- Assists in preparing fiscal documentation and monitoring expenditures related to transportation planning projects and grants.
Assigns work, supervises, and coordinates the activities of planning personnel engaged in various planning tasks.
- Reviews and analyzes technical reports prepared by consultants.
- Supervises the preparation of contracts for transportation planning activities.
- Supervises the analysis of data involving transportation operations and facilities.
- Supervises the preparation of environmental documents associated with transportation planning projects.
- Supervises the preparation of technical reports that assess the social, economic and land use consequences of transportation projects.
- Prepares and supervises the preparation of clear, sound, accurate, and informative transportation and other planning reports and studies containing findings, conclusions, and recommendations.
KNOWLEDGE AND ABILITIES:
- Knowledge of the theories, practices and principles of transportation systems planning.
- Knowledge of best practices in Vision Zero, Complete Streets, and Green Stormwater Infrastructure, Connected and Autonomous Vehicle (CAV) infrastructure, and Electric Vehicles (EV) and charging infrastructure.
- Knowledge of transportation trends and policies.
- Knowledge of and experience with the use of GIS and other data tools.
- Knowledge of the varied transportation problems associated with urban centers' growth, the movement of goods and people, and other attendant conditions.
- Knowledge of administrative, technical and other problems associated with comprehensive transportation planning activities.
- Knowledge of the NEPA process.
- Knowledge of the history of transportation policy making and the impact on low-income and minority populations in the United States.
- Knowledge of the various conditions affecting transportation systems
- Knowledge of supervisory methods and techniques.
- Knowledge of the techniques used in data collection and the conduct of surveys, and in other planning and research methods.
- Ability to assign and instruct planning staff and other office personnel and supervise the performance of their work.
- Ability to identify current transportation conditions, trends and needs.
- Ability to analyze and resolve transportation planning problems.
- Ability to supervise research and survey activities.
- Ability to assess the social, economic and land use consequences of transportation projects.
- Ability to establish and maintain cooperative working relationships with those interested or involved in the work of the County.
- Ability to comprehend, analyze and interpret laws and regulations.
- Ability to keep abreast of current trends and significant developments in the field of transportation systems planning.
- Ability to provide professional advice and guidance on planning matters.
- Ability to prepare correspondence in the course of official duties.
- Ability to prepare clear, accurate and informative reports and studies containing findings, conclusions and recommendations.
- Ability to supervise the establishment and maintenance of essential records and files.
- Ability to develop and supervise the development of financial and progress reporting documents for supporting grant funded projects, as required by the funding agency.
- Ability to learn to utilize various electronic and manual recording and information systems used by the County.
Qualifications
This position requires a master's degree in planning or a related field and a minimum of seven (7) years of professional experience in transportation planning, with a minimum of three (3) years of experience in a supervisory capacity.
A license as a Professional Planner, issued by the New Jersey State Board of Professional Planners, is required. AICP certification is preferred.
Middlesex County resident preferred.
The anticipated starting base pay for this position is:
- $ 110,725 - $ 120,000 per year, depending on experience and qualifications.
