Position Overview

Bay Systems Consulting Inc. is seeking a highly skilled Senior Cyber Threat Intelligence Analyst to support NOAA’s cybersecurity mission. This individual will play a key role in safeguarding critical information systems, analyzing and responding to threats, and improving NOAA’s security posture through proactive threat intelligence and incident response. The ideal candidate will bring a deep understanding of cyber threat landscapes, strong analytical skills, and a commitment to defending vital national infrastructure.


Key Responsibilities
  • Monitor, evaluate, and maintain cybersecurity systems, tools, and procedures to ensure protection of NOAA’s data assets and systems.
  • Identify and assess cyber threats, vulnerabilities, and indicators of compromise (IOCs) using intelligence from internal and external sources.
  • Investigate security incidents, determine root causes, and recommend mitigation strategies.
  • Respond to security violations and breaches, coordinating with technical teams to ensure timely containment and recovery.
  • Analyze large volumes of data to detect anomalies, trends, and emerging threats relevant to NOAA’s mission.
  • Recommend and implement improvements to security policies, procedures, and controls to mitigate future risks.
  • Collaborate with cross-functional teams, including incident response, security operations, and network engineering, to share intelligence and enhance NOAA’s defense-in-depth strategy.
  • Contribute to the development and delivery of user awareness programs and training materials on cybersecurity best practices.
  • Prepare threat intelligence reports, briefings, and dashboards for both technical teams and executive stakeholders.

Required Qualifications
  • Education: Bachelor’s degree in Computer Science, Cybersecurity, Information Systems, or a related technical field (or equivalent work experience).
  • Experience: 5–7 years of experience in cybersecurity, cyber threat intelligence, or information security operations.
  • Strong understanding of threat analysis, intrusion detection, incident response, and malware analysis.
  • Familiarity with industry frameworks such as MITRE ATT&CK, NIST, and STIX/TAXII.
  • Proficiency with cybersecurity tools such as SIEMs, intrusion detection systems (IDS/IPS), threat intelligence platforms, and log analysis tools.
  • Excellent analytical and problem-solving skills, with the ability to synthesize complex information into actionable insights.
  • Experience in developing and implementing cybersecurity procedures and training programs.
  • Strong communication skills, with the ability to convey technical concepts to non-technical audiences.
  • Security Clearance: Must hold an active U.S. government security clearance.

Preferred Qualifications
  • Relevant certifications such as CISSP, GCTI, GCIA, CEH, or similar.
  • Experience working in a federal government or national security environment.
  • Familiarity with cloud security and hybrid infrastructure protection.
