Position Overview Bay Systems Consulting Inc. is seeking a Senior Business Systems Analyst to support NOAA’s cybersecurity and IT operations. This role is focused on evaluating and improving business IT systems to ensure alignment with both cybersecurity priorities and NOAA’s mission objectives. The successful candidate will collaborate with technical teams and stakeholders to translate user requirements into actionable system designs, help guide development efforts, and ensure operational effectiveness across NOAA’s digital infrastructure. Key Responsibilities Formulate and define system scope and objectives based on user needs and a thorough understanding of business systems and industry standards. Analyze business and user needs, document detailed requirements, and translate them into functional and system specifications. Develop or modify business processes and procedures to solve complex problems within NOAA’s IT and cyber systems. Collaborate with engineering, cybersecurity, and operations teams to ensure secure and mission-aligned system development. Ensure requirements are properly captured and solutions meet end-user expectations and organizational goals. Provide mentorship and guidance to junior or less-experienced Business System Analysts. Communicate effectively with stakeholders at all levels to gather feedback, clarify expectations, and manage system enhancements. Maintain detailed documentation, project artifacts, and process diagrams as needed. Qualifications Required: Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field (or equivalent experience). 5 to 7 years of experience as a Business System Analyst or in a related role. Strong experience with system requirements gathering, documentation, and business process analysis. Familiarity with enterprise IT environments and systems, especially in cybersecurity or government operations. Excellent communication, analytical thinking, and problem-solving skills. Ability to work independently and collaboratively across technical and non-technical teams. Must have an active U.S. security clearance . Preferred: Experience working with federal agencies or in scientific/technical environments. Knowledge of cybersecurity frameworks, compliance requirements, and IT lifecycle management.
