Description of Job

As our new Network Operations Manager, you will act as a technical subject matter expert to provide vision and technical line of support for network communications systems, hardware and software, data communications, voice communications, and video communications. This involves the analysis, design, configuration, implementation, installation, monitoring, maintenance, and troubleshooting of the agency networks. An in-depth knowledge of Cisco wireless, Network management tools, routing, and switching technologies is needed to make decisions.
Some of the day-to-day duties include:
Providing management and continuous monitoring of the day-to-day network operations. Provide consistent summary information and status to the agency and OIT IT Directors.
Manage and coach two supervisors, each leading their team, to achieve departmental goals and objectives.
Collaborating with staff, peers, vendors, and customers to assess and review network communication solutions, technologies, industry trends, architectural design, operational support enhancements, and incident response to maintain and scale the agency network services.
Meeting with customers and IT liaisons to discuss agency-specific escalations, IT strategy, and the overall Network Services front door for the agencies assigned to the teams.
Conduct regular system audits, prepare performance reports, and present findings to stakeholders.
Supporting the ePMO office and leading small to large project initiatives as a managerial and network services technical lead role.
Manage the review and approval of new hardware and software purchases to support the Agency's network services environment. Additionally, maintaining, renewing, and providing recommendations on annual support, decision items, and warranty services are essential responsibilities of this role.
Develop, implement, and maintain Standard Operating Procedures (SOPs) and technical standards for network operations.
Ensure network reliability, performance, and security across all Network platforms and network-owned systems.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:
Minimum Qualifications:
A minimum of four (4) years of experience as an IT professional, including a minimum of three years of experience in network engineering, network administration, and deploying and managing enterprise-class network architectures.
Experience must include at least two years of relevant experience performing at the Senior/Lead professional level.
Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications:
ITIL (Information Technology Infrastructure Library) Foundation.
CCNA and/or CCNP (Cisco Certified Networking Professional) or knowledge level of those certifications.
Understanding of NetOps with automation tools and revamping network support.
Experience with leading, driving, or championing enterprise change and innovation initiatives.
Strong knowledge of network protocols, network infrastructure design, and security practices.
Excellent problem-solving, organizational, and interpersonal skills.
Strong leadership skills in leading and motivating multiple teams.
Conditions of Employment:
OIT employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
Supplemental Information
If this posting indicates "remote from anywhere in CO" in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.
While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.
