Boarhog is accepting applications for a senior level Management Analyst in the San Diego area to join the experienced team recently awarded the government contract to deliver integrated Executive Management, Business Operations, Case Management, Program Management, Systems Engineering, Logistics Management, Contracts Management, Acquisition Analysis, and Financial Management support services for the government's portfolio of international C4I programs managed by the Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I) International Integration Program Office (PMW 740).
PMW 740 provides tailored C4I capabilities, services, and life cycle support to qualified partner nations across the six Geographic Combatant Commands (GCCs). The capabilities, services, and life cycle support provided to partner nations under these programs are often related to PEO C4I Programs of Record (PoR), but may also be tailored solutions including both Government Off-The-Shelf (GOTS) and Commercial Off-The-Shelf (COTS) products. Capabilities provided by PMW 740 have included Combined Enterprise Regional Information Exchange System (CENTRIXS) and other Coalition Network Systems; Communications Security (COMSEC) Equipment and Custodians; Global Positioning Systems (GPS); Border and Maritime Surveillance Systems (MSS); Radios and Satellite Communications (SATCOM) Systems; Cross-Domain Information Exchange Systems; Tactical Datalinks; and, Signals Intelligence (SIGINT) and Communications Intelligence (COMINT) Systems.
General Duties: Collect, review and analyze information in order to make recommendations to the Government.
Characterize the nature and extent of problems toward developing solutions to problems.
Analyze relevant data, which may include annual revenues, employment, cost performance, schedule or expenditures.
Interview managers and employees while observing their operations.
In the course of preparing recommendations, understand the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture.
Prepare and solve mathematical models.
Report findings and recommendations to the Government. Reports are usually submitted in writing, but oral presentations regarding findings are also common.
Experience: Ten (10) or more years in engineering / science management, operations research analysis or financial/cost analysis.
Significant experience in U.S. Navy programs and operations, with preference given to experience with Foreign Military Sales (FMS) and other security cooperation processes to promote interoperability with coalition and friendly nations by procuring, integrating, installing, testing, training, and supporting integrated C4I capabilities.
Substantial preference given to candidates with experience providing services delivered by PMW 740 spanning the full spectrum of design, acquisition, and sustainment, including C4I Systems Requirements Capture, Analysis, Design, Engineering, Integration, Installation, Testing, Training, Logistics, and Life-Cycle Sustainment.
Education: Bachelor’s or Advanced Degree in a business or technical field
Clearance: A DoD Secret clearance in good standing, or if recently archived able to be restored without delay by working closely with Boarhog's Facility Security Officer.
