Location: Ontario, Ca (On-site) Reports To: Payroll Manger Schedule: 8:00a.m. - 4:30pm, Monday to Friday (all work on site) Compensation: $30.00 - $35.00 an hour DOE Job Summary: This role is critical in ensuring accurate and timely processing of certified payroll for an average of 200+ employees on a weekly basis. The ideal candidate will have extensive knowledge of payroll processes, compliance regulations, and exceptional attention to detail. Key Responsibilities: Certified Payroll Processing: Accurately process certified payroll for approximately 200+ employees weekly. Ensure compliance with all applicable federal, state, and local regulations, including the Davis-Bacon Act, prevailing wage laws, and other relevant labor laws. Verify proper classification of employees and job codes according to prevailing wage determinations. Calculate and administer prevailing wage rates, including base pay and fringe benefits. Adhere to overtime rules, calculating overtime pay based on the prevailing wage rate and including required premiums. Manage apprentice utilization requirements, if applicable, including proper wage rates and supervision.
Compliance and Reporting: Prepare and submit accurate certified payroll reports (e.g., WH-347) to government agencies and clients, ensuring timely filing. Maintain comprehensive and organized records of payroll transactions, ensuring they are readily accessible for audits and reviews (typically for a minimum of three years).
System Management: Utilize payroll software and systems efficiently for certified payroll processing, ensuring data accuracy and system integrity. Troubleshoot and resolve payroll-related system issues, working with IT or software vendors as needed.
Collaboration: Work closely with the HR and Finance departments to ensure payroll data is accurate and aligns with financial records. Collaborate with project managers to verify and process certified payroll requirements for various projects.
Continuous Improvement: Identify opportunities for process improvements and implement best practices in payroll processing. Stay updated with changes in related laws and regulations to ensure ongoing compliance.
Qualifications: Education: Bachelor’s degree in accounting, Finance, Human Resources, or a related field preferred. Experience: Minimum of 7+ years of experience in certified payroll
Skills: o Strong understanding of payroll laws and regulations, including certified payroll requirements. o Proficiency in payroll software and Microsoft Office Suite, particularly Excel. o Excellent attention to detail and organizational skills. o Strong problem-solving abilities and ability to handle confidential information with discretion. o Effective communication skills, both verbal and written. Working Conditions: • This is a full-time, on-site position in Ontario, CA, with standard office hours. • Occasional overtime may be required to meet deadlines. Physical Requirements: • Ability to sit for extended periods. • Ability to use a computer for extended periods. • Ability to communicate effectively in person, via telephone, and in writing.
