Salary:  $34.07 - $40.96/hour. The posted salary reflects the full pay range for this position. Offers made to qualified candidates will be made within this range and will be determined by various factors including knowledge, skills, experience, qualifications, location, and other factors that would be critical to success in this role.
Position Overview: The Field Compliance Specialist plays a key role in ensuring regulatory compliance during new building lease-ups and ongoing operations across the Bellwether portfolio. During lease-up phases, this position works closely with internal teams—including Property Management, Marketing & Communications, and the Compliance Department—to manage and report on the application and initial qualification process. The role requires strong collaboration, flexibility, and excellent customer service while supporting site teams through screening, eligibility determination, and move-in, and interfacing with external partners, including Bellwether’s partner agencies and auditors. Outside of lease-ups, the Field Compliance Specialist provides day-to-day oversight of regulatory compliance as well as on-site support to properties in their portfolio, overseeing recertifications and ensuring continued adherence to city, state, and federal funding requirements. Responsibilities include reviewing household applications and recertifications, working closely with site staff to manage onsite compliance requirements, and assisting with funder and investor reporting.
Work Schedule: Hybrid – 2 days onsite. Monday-Friday, 8:30 am-5:00 pm.
Your Impact: Lease-Up & First Year Compliance Oversight Apply knowledge of regulatory agreements and program requirements that exist between Bellwether and city, state, and federal funding sources, including LIHTC and HUD programs. Meet established application/certification review turnaround times, working closely and collaboratively onsite with property management team to achieve goals and meet deadlines. Conduct review of housing applications and first-year annual recertifications to determine initial eligibility according to regulations, including preparation of the Tenant Income Certification (TIC). Use affordable housing income calculation knowledge and property regulatory requirements for processing and decision-making. Perform required compliance tracking and data entry. Maintain application and recertification status spreadsheets and household certification and demographic data in Yardi, as well as lease-up specific tracking systems. Track and report on compliance-related activity in meetings. Compile and provide weekly status reports on applications and certifications in process. Portfolio Management Manage a portfolio of Bellwether buildings for day-to-day compliance oversight, ensuring buildings are operated in compliance with funder requirements. Conduct review of annual and ongoing re-certification paperwork for residents according to Bellwether procedures, working with property management staff to follow up with residents on missing or additional required paperwork. Review lease packets after move-in, requesting follow-up from property management staff as needed, and attaching move-in packets to the Yardi resident record once complete. Assist with annual and ongoing funder reporting process, including monitoring accurate and timely data entry in Yardi for all reportable household information, ensuring parity of information between Yardi property management software and compliance income and unit set aside restrictions. Prepare and review data submitted via the WBARS combined funders' annual reporting system. Provide intake coverage as needed: pull BVS Reports, and Work Number reports as requested by Property Managers when covering Intake. Route certification files to the appropriate Compliance Specialist when covering Intake. Perform required compliance data entry, including resident certification information, into Yardi as well as all compliance tracking systems. Initiate and facilitate “Meeting of The Minds” meetings each month for each property with Property Manager, reviewing property noncompliance, developing and following up on action plans. Complete and send weekly compliance status reports for properties in your portfolio. Compliance Team Support Compile resident file submissions and supplemental reporting materials. Maintain paper and electronic file storage systems, and proper destruction of files according to regulatory timelines. Support Compliance team in department operations between lease-up activities. Property Management Team Support Routinely work onsite with teams in your portfolio to project manage compliance activities, develop action plans, and support the timely completion of funder certifications. Monitor Bellwether screening policies and procedures in accordance with fair housing laws and funder regulatory agreements, making appropriate changes in collaboration with the Property Management team. Monitor external funder regulations for updates and clarifications. Work in collaboration with Property Managers and Compliance staff to develop and update policies and procedures in the operations manual. Train new Property Management and Compliance staff on Bellwether’s leasing and initial household eligibility and annual recertification policies and procedures for lease-ups. Provide “refresher” sessions on Bellwether policies and procedures, as needed. Resident Experience Create an environment that inspires a high level of service for prospects, applicants, and residents. Ensure fair and equitable application of screening and other core department policies and resident relations processes. Self & Team Development Contribute and participate in Compliance and Property Management teams to troubleshoot problems as they arise and suggest/initiate procedural changes as needed. Who You Are: High school diploma or GED. 2 years prior, affordable housing property management and/or compliance experience that demonstrates knowledge of the initial qualification and first-year annual recertification process, including calculating household income for eligibility. Experience successfully overseeing affordable housing compliance for the lease-up of new properties. Proficient in compliance activities required by Section 42 Tax Credits, HOME, and public funding. Dependable, self-motivated, and organized individual skilled at multi-tasking, meeting deadlines, and producing high-quality work. Completion of WSHFC Fundamentals and Advanced training workshops. Excellent written and verbal communication skills. Ability to communicate professionally, clearly, and concisely, both orally and in writing. Ability to understand, interpret, and apply complex funder regulatory requirements, departmental policies, and procedures. Ability to exercise discretion and confidentiality at all times. Experience applying fair housing laws and local landlord/tenant laws. Exceptional customer service aptitude, including problem-solving skills and the ability to respond quickly, positively, and tactfully to both internal and external customer requests. Ability to work independently and as part of a team. Ability to lead trainings and presentations. Proficient in Microsoft Office applications, specifically Excel, Word, and Outlook. Experience working with Yardi software or equivalent. National Affordable Housing Management Association (NAHMA) Specialist in Housing Credit Mgmt (SHCM) certification. Novogradac Property Compliance Certification (NPCC) & HCCP Certification. Spectrum C3P or equivalent. Experience with WBARS compliance database. Familiarity with Seattle Housing Authority and King County Project-Based and Tenant-Based voucher programs. Experience preparing reports, presentations, and technical information in a clear and concise manner. Experience using Adobe Acrobat Pro software.
