Job Summary
Under the direction of the Construction Inspection Supervisor, the Construction Inspector II performs advanced-level field and office duties related to the inspection, testing, and documentation of public works construction projects. This includes streets, storm drains, sidewalks, lighting, water and sewer systems, and other infrastructure. The Inspector ensures work conforms to all applicable City standards, codes, and specifications, and may serve in a lead role supervising and mentoring Construction Inspector I staff.
Key Responsibilities
Field Inspection: Inspect construction, repair, or alteration projects for compliance with approved plans and applicable standards across streets, sidewalks, drainage systems, and capital improvements
Material Testing: Conduct and interpret field and lab tests of construction materials such as concrete, asphalt, and piping; write test reports and approve materials
Compliance & Safety: Enforce job site safety, construction codes, and regulations; assess alternate methods/materials; respond to non-compliance issues
Coordination & Supervision: Coordinate with contractors, public utilities, City departments, and regulatory agencies; provide lead supervision and training to junior inspectors
Documentation: Maintain accurate records of inspections, test results, and daily field activities; prepare technical reports and contract change orders
Public Interaction: Respond to public inquiries and complaints regarding public infrastructure projects and safety concerns
Project Oversight: Monitor construction schedules, approve field plan modifications, and track contractor progress to support project delivery and payment processing
Required Qualifications
Experience
Minimum 3 years of experience in construction inspection, paraprofessional engineering, or related public works field
Demonstrated ability to conduct field inspections and materials testing, read technical plans, and enforce code compliance
Education
High school diploma or equivalent
Plus one year of directly related college-level coursework in construction inspection, engineering, or a related field
Knowledge & Skills
Technical Knowledge
Strong understanding of construction materials and methods, including concrete, asphalt, trenching, and piping
Familiarity with public infrastructure systems: roads, sidewalks, drainage, utilities, lighting, and landscaping
In-depth knowledge of federal, state, and local construction codes, specifications, and safety regulations
Ability to read and interpret construction plans, blueprints, and technical documents
Analytical & Supervisory Skills
Ability to conduct and interpret field/lab testing and prepare detailed reports
Lead or train junior inspectors and coordinate project efforts across departments and contractors
Proficiency in preparing technical reports and contract documentation
Communication & Interpersonal
Clear and concise written and verbal communication
Ability to respond professionally to public inquiries and collaborate with diverse stakeholders
Strong interpersonal skills to maintain effective working relationships
Tools & Technology
Proficiency in Microsoft Office and standard field reporting tools
Basic understanding of survey equipment, drafting/mapping, and database recordkeeping
Ability to operate motor vehicles and field testing equipment
Working Conditions
Position requires a combination of field and office work
Field work may involve walking, bending, kneeling, climbing ladders, and lifting objects over 25 lbs
Exposure to all weather conditions, noise, heavy traffic environments, and construction sites
May require occasional weekend work or overtime depending on project needs
Must Have
3+ years of experience in construction inspection or related public works roles
High school diploma (or equivalent) + 1 year of related college-level coursework
Proficient in material testing, construction documentation, and public infrastructure standards
Familiarity with safety and regulatory compliance in construction environments
