You can learn about our benefits here: SUMMARY OF POSITION Baltimore City DOT (BCDOT) is seeking a Safety Division Chief. As a senior-level manager reporting directly to the Deputy Director of the Department of Transportation. The Safety Chief will be responsible for overseeing and directing the Parking Enforcement Officers and Crossing Guards to ensure the effective enforcement of parking regulations and the safety of children on the roadways. This role serves as the main point of contact for parking customer concerns, resolving disputes and promoting a positive public experience. ESSENTIAL FUNCTIONS Plans, organizes, schedules, assigns and supervises the work of staff of employees involved in parking enforcement activities to ensure compliance with all governing laws and regulations and recommends process improvement
Trains and instructs assigned employees in the efficient use of motorized vehicular equipment, completion of assigned routes, the proper interpretation of municipal and state codes and ordinances related to parking and the operation of a handheld computer, printing units, and all other parking enforcement technology
Receives and responds to phone calls and emails from customers; solves problems and addresses public concerns; second level customer service for staff
Completes daily and monthly reporting, expenditures, parking analysis of parking budget, including planning for next year's records
Assists in the development and implementation of effective and efficient enforcement methods, techniques, practices and procedures
Coordinates with other departments on signage, lighting, water leaks, potholes, and parking needs
Prepares and reviews reports of parking violations, logs and investigates citizen complaints and activities, and coordinates traffic ticket activities as necessary
DESIRED SKILLS AND EXPERIENCE: A bachelor’s degree in political science, Business Administration, Public Administration, Management, or related field from an accredited college or university and 7 years of progressively increasing responsibilities including 3 years of supervisory experience are required. Excellent communication (oral and written), teamwork, facilitation, presentation, and analytical skills; experience working with government agencies, community groups, businesses and elected officials; project management experience; and attention to detail are desired.
LICENSES, REGISTRATIONS, AND CERTIFICATIONS:  Have a valid Maryland Class C Noncommercial Driver’s license and eligibility to obtain a Baltimore City driver's permit. PROVISIONAL DRIVER’S LICENSE OR LEARNER PERMITS ARE NOT ACCEPTABLE. Relocation expenses are not covered. This position is a Non-Civil Service Position (At-Will). KNOWLEDGE, SKILLS, AND ABILITIES State and local parking regulations, enforcement policies, and automated parking systems
Methods, practices, procedures, and equipment pertinent to municipal on-street parking meters
Traffic codes and parking regulations in major municipal parking operations, training manuals, street maps, and other job manuals regulations pertaining to parking
Local geography, buildings, agencies and attractions in the downtown business area
Handheld computer units, printers and computers as they relate to ticket issuing activities
Implentation of new technology
Prepare records and reports
Communicate clearly and concisely, orally and in writing
Professionally and tactfully interact with the public and solve and address and concerns or problems
Operate a computer and mobile device to input and retrieve data
Proficiently utilize computer applications
Plan, assign, coordinate and evaluate the work of others
Enforce traffic codes and regulations tactfully, firmly and impartially
Establish and maintain effective working relationships with employees, other agencies and the public as necessitated by the work
Background Check Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed. Probation All people, including current City employees, selected for this position must complete a mandatory six-month probation.
