Job Title: Business Analyst (Expert Level)

Location: Albany, NY (Hybrid)
Duration: 30 Months
Rate: Depends on experience
Position Overview
This position is part of the New York HBITS initiative, supporting the Justice Center for the Protection of People with Special Needs (JCPPSN). The Justice Center was established in 2013 to oversee facilities providing care to individuals with special needs. The role focuses on the Vulnerable Persons Central Registry (VPCR), a Siebel CRM-based case management system that handles incident intake, investigations, adjudication, and monitoring. The ideal candidate will have expert-level business analysis skills, extensive experience with requirements gathering, process modeling, and Agile/Waterfall SDLC methodologies, along with deep knowledge of Siebel CRM case management applications in a state government environment.
Responsibilities Document current ("as-is") business processes to understand existing workflows.
Lead requirement-gathering sessions with stakeholders, including executives, managers, developers, and subject matter experts.
Facilitate stakeholder meetings to gather feedback and clarify business needs.
Develop future-state ("to-be") business process documentation.
Create detailed business requirement documents to support system enhancements.
Participate in Joint Application Design and Development (JADD) sessions.
Analyze data to support and justify business needs.
Develop project business cases for new initiatives.
Perform general business analysis tasks as assigned.
Qualifications 7 years of experience leading elicitation sessions with executives, managers, developers, and SMEs using methods such as interviews, document analysis, surveys, site visits, and business modeling.
6 years of experience creating process and value stream models to define "as-is" and "to-be" processes.
4 years of experience creating user stories, test cases, and test scripts to capture and track requirements and enhancements.
5 years of experience with SDLC using Agile and Waterfall methodologies.
2.5 years of experience gathering requirements for Siebel CRM case management applications supporting human tasks and electronic workflow.
2.5 years of experience contributing to the establishment of PMO standards, processes, and internal controls, including SDLC.
2 years of experience gathering requirements for a Surrogate Decision-Making program management system.
2 years of experience in a hybrid business analyst/project management role.
5 years of experience working in State Government.
Master’s Degree in Liberal Arts, Humanities, Social Sciences, Education, or Business.
