WORK OBJECTIVE
The Assistant Building Official assists in the enforcement and application of the Florida Building Code (FBC) and applicable City Ordinances, as they pertain to permit issuance, plan review and construction inspections. They assist in the enforcement of applicable State Statutes relevant to Project Designers and Construction Contractors and assist in the administration of Policy and Procedures for Building Services Division staff members. Their work is reviewed in conferences with the employees, by direct observation of results achieved, and through review of reports and records.

MINIMUM QUALIFICATIONS
Bachelor's Degree in Urban Planning, Public Administration, Engineering, Architecture; supplemented by seven (7) to ten (10) years progressively experience as an electrical contractor, general contractor, mechanical contractor, or plumbing contractor with five (5) years' construction experience in High Velocity Hurricane Zones (HVHZ), including at least three (3) years of supervisory or management experience; or an equivalent combination of education, certification, training, and/or experience. Must be certified by the State of Florida Building Code Administrators and Inspectors Board (BCAIB) as a Building Code Administrator. Required certifications must be kept current. Must possess or be able to obtain certification as a Building Official by Broward County Board of Rules an Appeals (BORA) within ninety (90) days of hire.
Must have National Incident Management System (NIMS) certification (level to be determined by job classification requirements), or obtain within one year of employment. Must be a certified general contractor, building official, and Floodplain Manager. Must have a valid Florida driver's license with satisfactory driving record throughout employment.
In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions to perform this job successfully.

Insurance Benefits
Health Insurance
The City provides employees with health insurance benefits through Aetna Health Care Plan. The City pays 100% of the premium cost for employee and 90% for dependent(s).
Health Reimbursement Arrangement (HRA)
The City provides Management Level III employees with a Health Reimbursement Arrangement account to help cover the cost of the annual health insurance deductible. The monies are not taxable, are pre-funded by the City and can be used to pay any qualified in-network medical deductible or prescription copays that are incurred under the medical plan. Depending on the health insurance plan election you make, the City contributes either $2,000, $3,000 or $4,000 to your HRA account on a Fiscal Year basis. The HRA funds are not rolled over from year to year and cannot be used for dental or vision.
Dental Insurance
The City provides employees with dental insurance through Aetna Dental, of which two options (Dental DMO and Dental PPO) are offered. The City pays $5.00 per month towards dental coverage premium.
Additional Insurance Allowance
Third-Tier Management employees receive an annual allowance of $700 to be used toward additional health/dental premiums and/or the purchase of additional insurance as described below.
Vision Program
Vision coverage on routine eye exams, eyeglasses and contact lenses is available through Aetna Health Care. The City pays 100% coverage for employee only. See plan information for details regarding the vision care program.
Life Insurance / Accidental Death and Dismemberment Insurance
The City provides all full-time employees with $50,000 in term life insurance. There is no cost to employees for this benefit.
Supplemental Life Insurance / Supplemental AD&D Insurance
Employees may purchase supplemental term life insurance up to $500,000 on an individual-choice basis with premiums based on age. See the information packet for details.
Discounted Supplemental Insurances
Several supplemental insurances are offered through AFLAC at discounted rates for City employees. Plans include: Accident; Cancer; Critical Care; Hospital Confinement Protection; and Short-term Disability.
Hospital Indemnity Plan
A voluntary Hospital Indemnity Plan is offered through Aetna Health Care Plan that pays you benefits when you are confined to a hospital, whether for planned or unplanned reasons, as well as for other medical services.
Retirement/Savings Accounts
Florida Retirement System (FRS)
Participation in the Florida Retirement System (FRS) is mandatory for all eligible Management Level III employees. The FRS offers eligible employees an option between a Pension Plan and an Investment Plan. Management Level III employees are classified in the Regular Service Class and as of July 1, 2019, the mandatory employee contribution rate is 3% of salary regardless of which plan is chosen.
Voluntary 401(a) Match Plan
The City offers a voluntary 401(a) City-matching program, in which the City will contribute up to a 3% salary match on a bi-weekly basis into a 401(a) Defined Contribution account. The City will contribute a match of 1%, 2%, or 3% based on the employee selection. Vesting is 100% upon plan enrollment.
Deferred Compensation Plan (457 Plan)
The City makes available a deferred compensation plan (MissionSquare 457 plan), for which the employee may voluntarily contribute to on a tax-deferred basis. No employer contributions.
Roth IRA Savings Plan (Roth IRA)
The City makes available a Roth IRA savings plan, through which the employee may voluntarily make after-tax contributions through payroll deductions. No employer contributions are made.
Flexible Spending Account(s)
The City offers two Flexible Spending Accounts through Benefits Outsource Inc., which provide pre-tax savings for employees. One plan covers dependent care and the other provides for medical reimbursement. Employees may set-up a flexible spending account during the annual Open Enrollment period only.
Paid Leave
Vacation
Professional/management employees accrue 128 hours (10.66 hours/month) of vacation leave per year. Accrual begins immediately and may be taken after three (3) months of employment.
Holidays
The City observes 11 paid holidays throughout the year.
Sick Leave / Family Sick Leave
Full-time employees accrue 96 hours (8 hours/month) of sick leave per year. An employee may elect to use up to 4 days per year of accrued sick time for illness in his/her immediate family.
Paid Parental Leave
Employees may receive up to twelve (12) weeks of paid parental leave following the birth of an employee's child or the placement of a child with an employee in connection with adoption or foster care
Other Benefits
4-Day Workweek
A 4-day, 10 hours/day, workweek schedule for those employees working in Departments and/or Divisions that have implemented the new schedule arrangement.
Temporary Flexible Work Schedule
Employees who are able to perform their work remotely may be allowed up to six (6) days per year to work from home.
Long Term Disability
The City provides Long Term Disability insurance to eligible employees with no waiting period. The City provides, at no cost to employee, a benefit plan of 50% monthly salary benefit up to $1,000. Employees may purchase additional coverage up to 60% monthly salary benefit at a maximum of $5,000. Additional coverage is cost-dependent based on age and salary.
Education Reimbursement Program
The Education Reimbursement Program reimburses eligible employees for successful completion of approved courses leading to an Associate, Bachelor or a Graduate degree, including a Doctor of Philosophy degree or a Juris Doctorate degree that is directly related to the employee's position. Eligibility begins after one year of employment and is dependent on budgeted funds.
Employee Assistance Program
The City offers an Employee Assistance Program to all City employees who may need free, confidential and professional counseling to help resolve personal or family problems.
Credit Union
All City employees may participate in the We Florida Financial Credit Union. In addition to savings and checking accounts, the Credit Union offers different types of loans, investment choices and recreational opportunities.
Sick Leave Buy-Back
Employees may elect to be paid at straight-time rates, up to 1/2 of their unused current annual sick leave and the remainder to be banked. No payment will be made for less than 16 hours. Payment shall be during the last pay period of November.
Self-Care Days
Employees may use up to 4 Sick Days per Fiscal Year as Self Care Days. The Self Care Days' time-off will need to be requested and scheduled in advance, through Kronos, the City's timekeeping system, and must be approved by the respective Department. The Self Care Days' time-off will not impact the employee's ability to participate in the annual Sick Leave Buy Back program and will not count against the maximum hours they may sell back. Employees may not accumulate or carry-over Self Care Days from one Fiscal Year to another.
