There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county's government. Commissioner Rodney Ellis represents the constituents of Precinct One.
With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One's multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races. Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct's territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.

What you will do at Precinct One
Under Supervision of the AP Supervisor, the AP Procurement Specialist assesses and reports on the financial performance, completes accounts payable functions, and procures goods and services needed for the successful operation of the Office of Commissioner Rodney Ellis (OCRE).
Essential Duties and Responsibilities
- Process Accounts Payable and Purchasing related items to ensure payments are made on time and OCRE is in good standing with Harris County and the Prompt Pay Act.
- Review the budget and manage purchase orders to ensure that the purchase requests align with the fiscal year budget.
- Review Harris County contracts for OCRE compliance
- Collaborate with department end users to provide support in obtaining quotes for purchase requests
- Submit requisitions to obtain purchase orders for operational services, construction, and supply purchases
- Coordinate with the Harris County Purchasing Department to ensure requisitions are complete, accurate, and timely.
- Monitor PO Balance report to ensure proper funding for invoices
- Review invoices in AIP and distribute to departments for approval.
- Obtain approval from stakeholders to process invoices in the ERP System.
- Create receipts for approved invoices within a 4-day SLA period.
- Process Urgent Payment Requests.
- Communicate with suppliers, end users, and auditors to complete the invoicing process.
- Review and resolve items on the Aging Items Report
- Monitor the AP/Procurement Helpdesk Email and provide support for inquiries directed to the AP and Procurement teams
- Support OCRE with MWBE vendor outreach and utilize the Harris County Diversity ••Monitoring System to identify opportunities for onboarding MWBE-certified vendors•
- Oversee supplier setup and vetting process for the precinct.
- Administrative support for Amazon Business Account
- Other duties as assigned

Requirements
What you will bring to Precinct One
Education:
- Associate Degree in a related field of study or a minimum of 60 college credit hours from an accredited institution
Experience:
- Three (3) years of experience in accounting, accounts payable, procurement, contract administration, or related government experience in other areas of finance that can advance OCRE's mission
Knowledge, Skills, and Abilities:
- Knowledge of Microsoft Office Suite Applications( Excel, Outlook, Teams, Word), PeopleSoft, Bonfire, and other relevant procurement software.
- Ability to collaborate and build effective relationships with a commitment to serving the public.
- Good critical thinking and problem solving skills
- Good written and verbal communication skills with individuals internal and external to the organization.
- Ability to multi-task and meet deadlines in a fast-paced environment.
- Strong time management skills and organization skills.
- Role requires willingness to take on and complete adhoc tasks.
