Purpose of Job
The purpose of this job is to perform administrative/supervisory functions and to coordinate/manage administrative operations within the Department. Duties and responsibilities include, but are not limited to, supervise assigned employees; compile financial data and prepare budgets; monitor and approve expenditures; review documents for payment; coordinate communications and activities within department or with other departments; maintain records; and perform other duties as assigned.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy. Minimum Training & Experience Required to Perform Essential Job Functions
Associate's degree in business or related discipline, training in secretarial and bookkeeping skills, and four years of experience to include office management, computer operations, and budgetary responsibilities required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
One year of supervisory experience is required.
Must possess a valid driver's license. Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises and evaluates assigned staff; handles all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
Coordinates communications within the department and between other departments; provides administrative assistance to Director by composing and disseminating information to staff.
Acts to resolve problems between department staff and other departments on issues relating to personnel, purchasing, finance, internal services, etc.
Compiles budgetary data; coordinates preparation of budgets of all departmental divisions.
Develops fiscal year budget for the Administrative Division; recommends capital and non-capital purchases for the Administration Division.
Reviews capital purchase expenditures, purchase requisitions, and travel advance/expense requests; reviews and approves invoices for payment; monitors expenditures under departmental budgets on a regular basis; recommends transfers of funds within the Division.
Initiates capital construction project budgets; monitors related expenditures for contractual and grant term compliance; notifies management of any irregularities.
Approves payroll, subordinate leave records, and routine personnel forms for the Administration Division.
Approves petty cash disbursements for the Division.
Assists with development of administrative policies and procedures for the department; receives/provides input on modifications; responds to questions or problems.
Prepares project/status reports for presentation to management.
Composes, prepares and/or generates routine correspondence, letters, memoranda, forms, reports, and other documents via computer and/or typewriter.
Prepares and maintains budget and project files.
Answers the telephone; provides information; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals.
Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Department.
Knowledge and proficient with computers, software programs and other office equipment as required by the position.
Knowledge of human resource management/personnel and financial practices, policies and procedures as necessary in the completion of daily responsibilities.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of any changes in policy, methods, operations, budgetary and equipment needs, etc., as they pertain to departmental and human resource/personnel operations and activities.
Knowledge of modern office procedures and of accounting/bookkeeping practices.
Knowledge of Athens-Clarke County Personnel System policies and procedures and Unified Government/departmental rules and regulations.
Skill and ability to type.
Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals. Is able to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.
Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Unified Government of Athens-Clarke County as they relate to the department.
Ability to assemble information and make written reports and documents in a concise, clear and effective manner.
Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
Ability to comprehend, interpret, and apply regulations, procedures, and related information.
Ability to complete mathematical calculations using statistics.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, printer, calculator, copier, facsimile machine, dictation equipment, tape recorder, two-way radio, and telephone. This position requires: walking, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work.
