HR / Operations Manager

Responsibilities and Duties include but not limited to: Review and update HR forms, employee handbooks, and onboarding materials etc., on regular basis.
Ensure compliance with all Local, State and Federal labor laws and regulations.
Manage the full recruitment cycle from drafting job requirements and posting to conducting interviews; extending job offers and preparing offer letters; overseeing new hire onboarding and conducting orientations; conducting employee off-boarding, exit interviews etc.
Maintain ATS / HR systems and processes to ensure that the team is following company protocols. Conduct routine checks and implement changes needed to maintain compliance with laws and regulations.
Assist with benefits administration and supporting annual open enrollment; developing and implementing training programs.
Collaborate with management to align HR goals with business initiatives and partner with hiring managers and account managers on staffing needs.
Work with the Program Manager for registrations and operations management.
Prepare employment and contract agreements, as required.
Develop, implement, and maintain quality assurance protocols.
Increase the efficiency of existing processes and procedures to enhance the company's internal capacity.
Assist employees with benefits and support annual benefits open enrollment.
Develop and implement training programs for team members.
Identify, secure and develop staffing and project opportunities within IT, Engineering, Administrative, and Program Management domains for Governmental and Commercial clients.
May need to participate in proposal process for staff augmentation and recruitment services RFPs.
Evaluate, negotiate and execute various vendor and client contracts including the scope of service, non-compete/ non-disclosure, insurance requirements, payment terms.
Develop and maintain existing clients, acquire new accounts for staff augmentation requirements.
Establish partner relationships and ensure successful integration with other professional services firms and prime staff implementation firms.
May manage a team of recruiters and coordinate their activities to ensure timely and effective delivery on open requirements. This includes setting goals, providing guidance and training, monitoring performance, and fostering a collaborative and high-performing work environment.
May support the accounting department with payroll and invoicing functions
Possess a clear understanding of the staffing processes.
Facilitate strong, long-term company and candidate relationships.
Other duties as assigned.
Required Experience, Skills and Qualification: 5+ years in an HR Manager role with a wide range of HR functions is required.
3+ years of experience in Business Development and Client Management.
Proficiency in Microsoft Word, Excel, SharePoint, and strong computer skills are required.
Good understanding of technology and associated technical skill sets.
Excellent written and verbal communication skills in English
Strong management, technical and interpersonal skills
Proactive and able to work independently and multi-task in a fast-paced environment.
Ability to write Boolean queries and innovate search terms
Excellent interpersonal communication skills, negotiation skills, understanding of local, state and federal regulations, and ethics.
Knowledge and experience in working with G-Suite.
Experience using ATS (JobDiva) preferred.
SHRM Certified Professional (SHRM-CP) or Professional in Human Resources (PHR) preferred.
Must be a TEAM PLAYER.
