OVERVIEW
Position
This contract Electronics Engineer 3 position will work in ***'s (BPA's) Communications/Control Planning (TPMC) organization. The position will work interactively with Network Study Engineers, Project Coordination Engineers, Project Managers, Customer Service Engineers, Account Executives, Design Engineers, Control Center Hardware Engineers, Operations Control Engineers, Field Service Engineers and Estimators to aid in the development of work which is within scope, meets project and regulatory requirements and is the best overall plan of service for BPA. This position will provide assistance to the Supervisor of Communications/Control Planning group by developing plans of services for upgrades, replacements, and expansion to BPA's operational communications system. This work will also include providing technical support for network transmission, network interconnections, generation integration, and customer service projects in alignment with Asset Management Strategies. This position will aid in Communications & Control (C&C) Planning assignments for reimbursable study requests and capital projects which include plans for communications, control and data systems which affect the transmission system.
Organization
Communications and Control Planning (TPMC) is responsible for developing plans of services for upgrades, replacements, and expansion to BPA's operational communications system including fiber optic and digital/analog radio systems which support voice, data, control, protection, and Remedial Action Scheme (RAS) circuits for BPA's transmission system. TPMC provides technical support for network transmission, network interconnections, generation integration, and customer service projects in alignment with Asset Management Strategies. TPMC also coordinates with regulatory groups and internal groups to develop telecommunications guidelines and standards. The TPMC team consists of dedicated and engaged professionals that take pride in their work and strive to meet assigned deliverables, while working diligently with internal and external stakeholders in fulfilling TPMC's function successfully. The successful candidate is self-motivated in completing their assigned workload, works collaboratively with others, is team focused and contributes to team efforts.
POSITION RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Draft telecommunications decisions to lease or share operational circuits on Bonneville's communications systems.
Work within a team to draft Communications/Control Planning (C&C) plans-of-service (PoS) for reimbursable study agreements. Study agreements may include requests by other utilities and organizations and for capital related projects.
Work with the Power System Planning group to identify the required telecommunications elements and document the minimum C&C requirements to fulfill project requirements.
Draft and recommend C&C PoS packages for communications circuits and telecom paths to fulfill requirements of BPA communications, control, and relaying requirements for existing and new sites; this may include travel to remote locations to verify feasibility of C&C PoS.

Draft back-of envelope (BoE) estimates
Draft the C&C portion of the Study Report
Using draft PRD documents create and submit Estimate Requests (ERs) for review and approval.
Draft telecommunications decisions to lease or share operational circuits on BPA's communications systems for review and signature by the Supervisor of Communication/Control Planning.
Using planning tools such as Pathloss and TCIS, provide analysis of Microwave paths, SONET configurations; results are used to create PoS packages.
Communicate technical information verbally and in writing to technical and non-technical users.
Provide project / task updates (oral or written) as requested by the Manager of Communications and Grid Modeling and/or Supervisor of Communications/Control Planning.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
bachelor's degree in electronic engineering or other closely related Engineering field is required.
10+ years previous electronics/electrical engineering experience, with a diversified knowledge of engineering concepts, principles and practices experience, is required.
Required Technical Skills & Experience (required on matrix)
5+ years of experience with the following:
Experience in developing cost estimates for communication items.
Experience in metering and telemetry requirements as related to interchange projects.
Experience disseminating technical information in writing and orally.
Experience in planning digital radio systems and long-haul fiber optic systems, preferably SONET systems.
Experience developing options, evaluating, and providing a preferred plan for meeting communications/control system functional requirements.
Working knowledge of transmission and operational telecommunications systems
Preferred Skills & Experience (optional on matrix)
Experience in Electric Utility sector with an emphasis on C&C Planning, Electronic Design, Communications Maintenance, Technical Operations
Experience developing plans-of-service for communication, control and data systems used to operate and control the power grid at large Electric Utilities.
Developing communications/control plans in conjunction with fulfilling transmission service.
Knowledge of the NERC and WECC Planning Standards as they apply to the Protective Relaying, Metering, Special Protection Systems and communication systems
Experience applying WECC "Communication System Performance Guide for Protective Relaying Systems
Experience in communication requirements related to relaying and Remedial Action Schemes (RAS)
Knowledge of and/or experience with planning or designing Ethernet-based WAN systems, preferably in a utility environment
Communication network operation concepts and methods.
Communication network architecture principles and concepts.
Communication network operation, performance, planning.
Planning of communications, control and data systems for network transmission, network interconnections and customer service projects.

Valid U.S. Driver's License is required.
First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification.

Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating. Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.
Electrical and Arc-Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

Processes and procedures MUST ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).

CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).
ALL work products MUST be reviewed and finalized by appropriate federal employees.
Policy Development
BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.
Interpretation of Policy/Regulations
ONLY BPA federal employees MAY determine the applicability and interpretation of regulations.
CFTE are not permitted to "interpret" regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.
Representing BPA
Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.
CFTE MUST receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
