The Chief Operating Officer (COO) is a key member of the organization's executive leadership team responsible for running the day-to-day business operations and working with the CEO to develop and implement CCRI's long-term strategy. The COO will also interact extensively with department directors and program managers to provide leadership, direction, supervision, and performance measurement and accountability for all business activities including, but not limited to, Child Care Search, Child Care Financial Aid, Early Learning Quality Advancement, Early Head Start Child Care Partnership, Child and Adult Care Food Program, and other initiatives as assigned by the CEO.
The Chief Operating Officer is responsible for ensuring smooth and efficient operation across all CCRI departments, including oversight of grant funded programs and related resources. In this capacity, the COO carries responsibility for integrating the organizational strategy with program operations. The COO provides leadership and management oversight for the development of high quality, cost effective and integrated programs within the organization.
The role requires significant leadership skill and ability. The COO will be accountable for the overall success of program operations and will lead and oversee the development of program operating and strategic plans. Attention is to be given to systems, data capacity, technology, program development, continuous quality improvement, fiscal management, performance measurement and evaluation, compliance measures, funder relationships, outreach strategies, work culture enhancement, and internal communication and consensus-building.
The COO will exercise senior management responsibility over CCRI programs ensuring efficient and innovative services that are designed to meet the needs of children, families, and the early care and education and school-age child care system. He/she will ensure that CCRI's disparate resources are focused enterprise-wide on optimally satisfying the early care and education and school-age child care needs of those we serve. This will be done directly, or through delegation of responsibility to department directors and program managers.
Qualification Requirements

Minimum Qualifications
- Master's degree strongly preferred in related field. Bachelor's Degree in related field required.
- At least 10 years of senior leadership experience in nonprofit programmatic management and business operations.
- At least 7 years of senior leadership experience in early care and education strongly preferred, preferably within child care resource and referral or at early childhood education systems level.
Knowledge, Skills and Abilities
- High degree of abstract reasoning ability required; ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
- Strong familiarity with early care and education system, preferably in North Carolina and with the role of child care resource and referral.
- Demonstrated expertise in a variety of the field's concepts, practices, and procedures.
- Previous competence in planning, research, evaluation, and team-based quality improvement preferred.
- Excellent written and interpersonal communication skills.
Supervisory Responsibilities
This position supervises the department directors and program managers as assigned by the President & CEO, and may supervise additional staff as needed.
Essential Functions
All positions operating on a hybrid schedule require a minimum of three (3) days per week of onsite presence at CCRI. Consistent adherence to the schedule is an essential function of each role, as it facilitates the efficient execution of key job duties and team collaboration.
The COO's primary roles fall into six broad categories:
Advise the President & CEO on strategic program development and key corporate planning issues and make recommendations on major program decisions.
- Oversee, participate in and support agency-wide efforts to meet defined, overall goals and benchmarks.
- Think strategically, anticipate future consequences and trends, engage in tactical analysis and brainstorming, and incorporate vision and strategy into the organizational plan across all initiatives.
- Identify growth opportunities and key impact measures.
- Actively contribute to new business development, descriptive written documentation, and presentations.
- Help determine resource allocation among programs.
- Instill a human capital development and "coaching" culture within CCRI.
- Keep the President & CEO informed about business activities, potential threats, opportunities, and recommended actions regarding program operations.
- Execute all duties and ad-hoc assignments as requested by the President & CEO and perform other duties as needed to further the agency's mission and goals.
Shape and develop program strategy and organization.
- Promote the belief that access to and use of high quality early care and education can change the trajectory of children's lives.
- Promote and support the mission, imperative, values and goals of Child Care Resources Inc. while achieving and maintaining high performance standards.
- Oversee and manage the day-to-day program operations remaining aligned with the objectives and directives of the President & CEO.
- Help identify opportunities and potential threats to each program.
- Formulate and translate strategies and policies into operational activities and new approaches that ensure success.
- Collaborate with senior leaders and managers to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate rapid growth objectives.
- Actively listen, seek information, and ask questions to ensure understanding of underlying concerns of others.
- Provide guidance to Programmatic Department Directors and Managers and support the development and excellence of program grant proposals prior to their submission to the President & CEO

- Act as a sounding board for Programmatic Department Directors and Managers.
Set performance goals tailored to each program & CCRI's overall strategic goals.
- Produce and implement a Balanced Scorecard metric throughout the organization.
- Develop operational goals for each program that are aggressive, realistic, and tied to long-term goals.
- Advance a program culture in which performance matters.
- Analyze and interpret data to inform program and system level strategies.
- Engineer the alignment of people, processes, policies and assets to an optimal balance between the service offering and goals.
- Monitor departmental performance against goals to ensure that progress is made and collective action is taken.
- Review operating results, comparing with established objectives, and recommend appropriate measures to enhance outcomes.
- Ensure adherence to annual budgets.
Lead Programmatic Department Directors and Project Managers to build organizational capabilities.
- Develop and provide oversight to the implementation of CCRI's programs to meet needs and support organizational growth.
- Lead, manage, and supervise as assigned by President & CEO in accordance with CCRI's policies, procedures and applicable laws including interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Assume primary responsibility for excellence of funding proposals and grant reports to ensure accuracy, excellence, and timeliness before submission to the President & CEO.
- Implement stringent project management processes to ensure timely and cost effective development of key programs.
- Provide supervision and guidance necessary to ensure that all financial and non- financial reporting requirements are met on a timely, accurate, and regular basis to program stakeholders.
Engage in effective internal and external communications.
- Develop and foster effective collaboration between programs, departments, and other affiliated services to ensure an integrated approach to providing services and fulfilling CCRI's strategic goals and objectives.
- Persuade others to gain acceptance to or agreement with ideas and approaches.
- Communicate regularly with President & CEO about departmental issues.
- Function as an effective liaison and intermediary between the President & CEO, stakeholders, funders and others as requested by the President.
- Contribute to agency publications.
Physical Demands
This is a partially sedentary role; however, some physical requirements during travel and events is required. This would require the ability to lift up to 25lbs unassisted, bend and stand for long periods of time as necessary.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
