Summary

The Chief Operating Officer (COO) is a key member of the organization's executive leadership team responsible for running the day-to-day business operations and working with the CEO to develop and implement CCRI's long-term strategy. The COO will also interact extensively with department directors and program managers to provide leadership, direction, supervision, and performance measurement and accountability for all business activities including, but not limited to, Child Care Search, Child Care Financial Aid, Early Learning Quality Advancement, Early Head Start Child Care Partnership, Child and Adult Care Food Program, and other initiatives as assigned by the CEO.

The Chief Operating Officer is responsible for ensuring smooth and efficient operation across all CCRI departments, including oversight of grant funded programs and related resources. In this capacity, the COO carries responsibility for integrating the organizational strategy with program operations. The COO provides leadership and management oversight for the development of high quality, cost effective and integrated programs within the organization.

The role requires significant leadership skill and ability. The COO will be accountable for the overall success of program operations and will lead and oversee the development of program operating and strategic plans. Attention is to be given to systems, data capacity, technology, program development, continuous quality improvement, fiscal management, performance measurement and evaluation, compliance measures, funder relationships, outreach strategies, work culture enhancement, and internal communication and consensus-building.

The COO will exercise senior management responsibility over CCRI programs ensuring efficient and innovative services that are designed to meet the needs of children, families, and the early care and education and school-age child care system. He/she will ensure that CCRI's disparate resources are focused enterprise-wide on optimally satisfying the early care and education and school-age child care needs of those we serve. This will be done directly, or through delegation of responsibility to department directors and program managers.

Qualification Requirements

Minimum Qualifications
  1. Master's degree strongly preferred in related field. Bachelor's Degree in related field required.
  2. At least 10 years of senior leadership experience in nonprofit programmatic management and business operations.
  3. At least 7 years of senior leadership experience in early care and education strongly preferred, preferably within child care resource and referral or at early childhood education systems level.

Knowledge, Skills and Abilities
  1. High degree of abstract reasoning ability required; ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  2. Strong familiarity with early care and education system, preferably in North Carolina and with the role of child care resource and referral.
  3. Demonstrated expertise in a variety of the field's concepts, practices, and procedures.
  4. Previous competence in planning, research, evaluation, and team-based quality improvement preferred.
  5. Excellent written and interpersonal communication skills.

Supervisory Responsibilities

This position supervises the department directors and program managers as assigned by the President & CEO, and may supervise additional staff as needed.

Essential Functions

All positions operating on a hybrid schedule require a minimum of three (3) days per week of onsite presence at CCRI. Consistent adherence to the schedule is an essential function of each role, as it facilitates the efficient execution of key job duties and team collaboration.

The COO's primary roles fall into six broad categories:

Advise the President & CEO on strategic program development and key corporate planning issues and make recommendations on major program decisions.

Shape and develop program strategy and organization.

Steward culture of innovation, analytical thinking, and accountability to ensure Department Directors and Managers take actions that are consistent with CCRI's overall strategy and lead to high performance.

Set performance goals tailored to each program & CCRI's overall strategic goals.

Lead Programmatic Department Directors and Project Managers to build organizational capabilities.

Engage in effective internal and external communications.

Physical Demands

This is a partially sedentary role; however, some physical requirements during travel and events is required. This would require the ability to lift up to 25lbs unassisted, bend and stand for long periods of time as necessary.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
