JOB FUNCTIONS
Essential Functions
- Enforce compliance with building related codes, including but not limited to the International Building Code, International Mechanical Code, International Plumbing Code, National Electric Code, and other local codes and regulations.
- Perform plan review of residential, commercial and industrial building permit application documents.
- Administer the issuance of building permits and certificates of occupancy, including application processing, fee assessment and collection, and maintenance of associated records.
- Perform on-site inspection of footings, foundations, framing, electrical, plumbing, mechanical systems and other construction components necessary to ensure compliance with adopted codes, and maintain associated records.
- Responsible for determination of unsafe and dangerous structures and subsequent condemnation proceedings and maintenance of associated records.
- Administer the local demolition program, including plan review, permit issuance, inspections, and maintenance of associated records.
- Complete related reports associated with building and demolition activity.
- Research problems, conflicts and complaints regarding commercial, industrial and residential development, building construction and code compliance.
- Respond to and assist in resolving complex and sensitive customer service issues related to building and demolition, either personally, by telephone or in writing.
- Explain, interpret and provide guidance regarding all applicable codes within areas of responsibility to architects, engineers, contractors, developers and other interested parties.
- Administer the City’s contractor licensing program, including review of applications and continuing education materials, and maintenance of associated records
Other Functions
- Responsible for preparation and administration of departmental budget.
- Provide written and oral reports to the City Commission as needed.
- Functions as staff liaison for the Board of Building Trades, preparing staff reports, providing required/requested information, and providing resultant information to the City Commission for further consideration and action.
- May function as staff liaison for the Planning Commission and the Board of Zoning Appeals preparing staff reports, providing required/requested information, and providing resultant information to the City Commission for further consideration and action.
- Review proposed subdivisions for code compliance.
- Perform the duties of a building official, zoning administrator, and floodplain administrator as needed and qualified.
- Fulltime regular attendance required.
- Attendance at City Commission and Board of Building Trades meetings required.
- Attendance at Planning Commission and Board of Zoning Appeals meetings may be required.
JOB QUALIFICATIONS
- Ability to work independently and effectively manage time.
- Ability to effectively utilize a computer, mobile phone with camera, i-Pad, landline phone, and radio.
- Ability to maintain cooperative working relationships with employees, city officials and the general public.
- Ability to communicate effectively orally and in writing
- Ability to maintain records and prepare clear and concise reports
- Ability to solve basic math problems, including those involving measurement, algebraic and geometric equations.
- Ability to read and understand complicated plans and blueprints;
- Knowledge of construction methods and materials.
- Thorough knowledge of building codes, zoning and subdivision regulations, including their formation, process of adoption and enforcement.
- Knowledge of zoning regulation, subdivision regulations, floodplain regulations preferred
- A thorough understanding of local government structure and function, as well as knowledge of procedures, standards and current developments in effective city government.
- Frequent problem solving exists in this position. Problems include enforcing the various codes and regulations and handling citizen concerns and complaints with tact and diplomacy. The ability to use logical or scientific thinking to solve problems is necessary.
- Frequent decision-making exists in this position. Decisions involve the interpretation of building codes, city ordinances, zoning regulations, subdivision regulations, and floodplain regulations.
- Awareness and understanding of effective community planning and Federal and State programs associated with urban development.
- Ability to provide effective leadership of advisory boards and maintain cooperation and productive interaction between city departments.
- Ability to recognize and recommend needed changes in departmental rules and regulations to improve efficiency and/or better support community development.
- Demonstrated commitment to the mission of the City.
- Reside within 20-minute drive of Concordia or within Cloud County within 6 months of employment.
EDUCATION, TRAINING, LICENSE, CERTIFICATION AND EXPERIENCE
- Equivalent of a high school education
- Two (2) years’ post-secondary education or experience in a construction-related field is preferred
- Two (2) years’ experience in municipal inspection; or
- Any equivalent combination of education and experience, additional education substituting on a year for year basis for the required experience.
- ICC Building Inspector Certification preferred, and must be acquired within 12 months of hiring; additional code-related certification encouraged.
- Possess a valid Class C Kansas Drivers License and an established personal driving history that is acceptable for coverage by the City’s insurance carrier.

- Negotiating rough terrain and ability to maintain balance is required.
- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
- Work is performed in office settings and outdoors
- The employee must occasionally lift and/or move up to 20 pounds.
ENVIRONMENTAL DEMANDS

- Exposure to adverse weather conditions such as hot/dry, wet/muddy, and extreme cold.
- Work near moving mechanical parts and in high, precarious places
- Exposure to intermittent loud noises
