Position Summary:

The Behavioral Health and Justice Division (BHJD) is a sub-unit of the City of Philadelphia’s Department of Behavioral Health and Intellectual disAbility Services. BHJD is committed to working towards reducing criminal justice involvement for Philadelphians with behavioral health challenges, including Serious Mental Illness (SMI). BHJD organizes its work according to the Sequential Intercept Model, identifying opportunities to intervene at various points of criminal justice system involvement to deflect and divert individuals away from further penetration of the system and into the behavioral health system. By helping connect individuals to needed treatment and support services that promote stability in the community, BHJD believes that Philadelphians are less likely to be arrested and can achieve health, well-being, and self-determination. BHJD also aligns with Stepping Up and focuses its efforts on lowering the number of Philadelphians with SMI admitted to the Philadelphia Department of Prisons (PDP), reducing their length of stay, connecting them to treatment/supports upon release, and reducing recidivism.

The Behavioral Health & Criminal Justice Data Associate is responsible for assisting BHJD’s Business Intelligence Team with various data analytic projects, both routine and project based. BHJD’s Business Intelligence Team (BIT) supports all data analysis and continuous quality improvement (CQI) initiatives throughout BHJD. This is a part-time position (20 hours/week) that will last approximately one year, though it may be extended to two years on a case-by-case basis.

Duties and Responsibilities:

  • Aid BIT in maintaining the Norristown State Hospital (NSH) waitlist through updating and consolidating the waitlist and identifying/navigating roadblocks in the NSH waitlist process.
  • Pose and execute research questions to support BIT in identifying gaps or improvements within internal BIT initiatives.
  • Support BIT with development of reports and presentations relating to projects and questions BIT pursues.
  • Support BIT and CQI through data management of internal systems and assurance of data quality. Includes data entry into spreadsheets as well as collection of data from various public and private sources.
  • Field internal requests relating to pulling information for a client, pulling docket sheets, or creating folders and file systems for clinicians to use.
  • Aid in trainings for internal employees and/or external partners.
  • Other temporary duties, as assigned.

Education & Experience:

This is a part-time position intended for individuals who are actively pursuing higher education in the social sciences and/or data analytics and who have an interest in the intersection between the criminal justice system and the behavioral health system. As such, a high school diploma is necessary, with a preference for someone who is currently in an undergraduate program of study.

Fields of study that may be particularly relevant include psychology, criminal justice, sociology, criminology, public health, public policy, social work, law, anthropology, statistics, analytics, business intelligence, data science, economics, or computer science. However, consideration is not limited to individuals studying in these fields.

Physical Demands:

Ability to physically perform the duties and to work in the environmental conditions required such as maneuvering in office space – reaching file cabinets, fax and copier machines when necessary. Must be able to sit for up to 2 hours looking at a computer monitor and using a keyboard and mouse to perform data entry functions. Able to travel locally via public transportation and on foot from 1601 Market Street to 1101 Market Street, CBH, and various other destinations as needed. Ability to pass all background checks required by the Philadelphia Prison System. Ability to effectively utilize computers, databases, and related common office software packages such as Microsoft Office.

Other Job Requirements:

Must have a valid driver’s license and an acceptable driving record when operating a company/personal vehicle during work hours for work-related activities. Permission to operate a vehicle as part of your job duties will be contingent on your insurability as a driver consistent with PMHCC policy.
